Education, qualification and certification

RAILSAFE is a European Commission Project under the Leonardo da Vinci Community Vocational Training Action Programme. The aim of the project is to develop a harmonised system for education, qualification and certification of track welders.

The first phase of the project, which was to establish industry requirements across Europe, has now been completed. This phase has involved extensive use of questionnaires plus the organisation of workshops in five countries.

A report on the first phase is available on the RAILSAFE website covering the outline requirements for:

  • A plan for an organisation to operate the system.
  • Performance objectives, which will be the basis for the Guideline for education.
  • Welding procedures.
  • A database of qualified and certified welders.

Comments on the report are welcome.

The next steps are:

  • Finalise:
    - Guideline for education, qualification and certification of welders.
    - Practical Test Specification.
    - Database of certified welders.
  • European wide seminar (September 2006).
  • Pilot courses with qualification and certification.
  • Further dissemination of the system in Europe.
  • Evaluation of the quality and impact of the outcome of the project.
